Dr. Thawne is a corrupt scientist working for Project Cadmus.

History

Thawne struck a partnership with Inque, where she would do odd jobs for him in exchange for mutagen. One such job had her stealing a trigger that could work on any weapon from the United States Army. Arriving at the rendezvous point, Thawne tried to double cross her and have her killed, only for her to murder his henchmen. Despite this, Inque reluctantly agreed to continue working with him. He ended up selling the trigger to an arms dealer named Boris Dubov.
