Dr. Vulture was a spy for the Emperor of Saturn and an enemy of Wonder Woman.
History
In 1944, while Earth's great nations were preoccupied with waging world-wide war on one another, the Emperor of Saturn dispatched a team of agents, led by Count Mephisto Saturno, to Earth, to perform espionage in advance of an interplanetary invasion.[1] The invasion was disrupted by Wonder Woman, who then resolved the crisis by negotiating a trade agreement between Saturn and Earth, yet the Emperor dispatched agents including "Vulture" to disrupt peace and try to force Earth to break the trade agreement while appearing innocent of wrongdoing himself.[2]

- This version of Dr. Vulture, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–86 Crisis on Infinite Earths event and later restored following the rebirth of the infinite Multiverse during the Dark Crisis of 2022-2023. Even though other versions of the character may have appeared, this information does not apply to those versions.
