Don Borden was an agent of the State Department's counter-intelligence division.[1] He lived in Washington, D.C., at the Arnold Apartments.[2]
History
During the 1940s, Borden was the fiance of socialite Sandra Knight. He was one of the few people to learn, after a few adventures, that Sandra was also the costumed crime fighter known as Phantom Lady.

- This version of Don Borden, including all history and corresponding appearances, was erased from existence following the collapse of the original Multiverse in the 1985–1986 crossover event Crisis on Infinite Earths and later restored following the rebirth of the infinite Multiverse during the 2022-2023 crossover event Dark Crisis.
