Duncan Allenmeyer was a high school friend of Lex Luthor.
History
Born to a poor family, Duncan Allenmeyer was able to attend Excelsior Academy on a scholarship, where he befriended Lex Luthor. When the two caught Oliver Queen and his friends steal the answers to a test, Duncan wanted to turn them in. However, Lex wanted to use the information to blackmail Queen. Not wanting to go along with it, Duncan decided to inform the teachers, which prompted Lex to violently attack him. After Queen and his friends pulled Lex off him, Duncan stepped into a nearby street and was run over by a car.
As far as Lex and Queen thought, Duncan had died in the accident. Duncan had survived and been placed under the care of Lionel Luthor, who spent the next decade injecting Duncan with experimental medications. By 2006, these experiments had resulted in Duncan developing mental powers, which he used to exact revenge on those, who were responsible for his current state. Duncan managed to kill Queen's two friends. When Duncan went after Queen, he tried to kill him with Queen's prototype EMP-arrow. However, Clark Kent was hit by the arrow instead and the resulting EMP blast resulted in Duncan dying.
