Dwayne Maillet was a S.H.A.D.E. super operative under the code name Colonel Quantum.

In 1969, he worked alongside with Frankenstein in assisting the United States in the Vietnam War. With their intervention, Maillet and Frankenstein were about to turn the tide of the war in the United States' favor. However, Maillet grew disillusioned with the war and realized there isn't anything good or bad coming out of the conflict. Ultimately, Maillet deserted after a brief altercation with Frankenstein and disappeared into the Vietnamese jungles for over forty years.

S.H.A.D.E. would continue to monitor Maillet before his power signature slowly faded over the years, and presume that he died or that the experiments that turned him had worn off. However, S.H.A.D.E. later detected a massive wave of atomic energy exploded in Vietnam and destroying every village within a fifty mile radius, killing thousands. Frankenstein and his field team the Creature Commandos were deployed to assassinate Maillet. He was discovered by Frankenstein in an abandoned temple and was learned that he had spent himself in isolation through the years and his body structure severely degraded as a result of his powers. Maillet turned down Frankenstein's offer to rejoin S.H.A.D.E. and granted a peaceful death with a anti-nuclear payload shot into his head, which turned him back to normal.
