Earth Seventeen is a Pre-Crisis "Bad World" where everything went wrong.
History
On this Earth, superheroes were created as a part of a government experiment, with the first hero being Overman, a Superman analogue. The rest of the heroes on this planet were modified clones grown from his cell scrapings. This world's Justice League was attached to the US military, and includesd analogues of Batman, Wonder Woman, Flash, and Green Lantern.
Eventually, Overman was infected by a "sex virus" that drove him completely insane, leading him to kill the Justice League and ravage the world. Overman somehow gained access to a doomsday bomb, which he intended to set off to destroy Earth and take himself with it. However, his universe was destroyed in the Crisis before he could do so.[1]
Overman (and his still-active bomb) were reborn on New Earth as part of the Psycho Pirate's attempt to restore characters erased in the Crisis. Once Animal Man came to understand the reality of being a comic-book character, he was able to destroy Overman and turn off the bomb.[2]
Later, this universe was (presumably) retroactively saved from destruction during the Convergence event.

- According to the Crisis on Infinite Earths: Absolute Edition, many of Apokolips' non-Jack Kirby appearances from the mid-late 70s have been retroactively allocated to Earth-Seventeen. Mark Evanier agreed with this in the text page of New Gods (Volume 2) #1.
Trivia
- In an alternate Multiverse, Lois Lane briefly visited an alternate version of Earth-Seventeen to photograph Overman.[3]
