Earth al Ghul is a reality in the Dark Multiverse ruled by the League of Assassins, known as the Empire of Shadows.
History
On Earth al Ghul, the Empire of Shadows had been growing for over a millennium. They have total dominion over every aspect of society; backed by advanced technology, a form of magic unknown in the positive Multiverse and armies of Lazarus-enhanced unkillable soldiers. The Batman of this universe chose to join the Empire, married Talia al Ghul and became the new Ra's al Ghul and undisputed ruler of the galaxy, and quite possibly many realities beyond it in the Dark Multiverse.
Bruce and Talia's daughter Janan al Ghul discovered the existence of the positive matter Multiverse, containing another infinite number of worlds to bring the al Ghul's peace to. Janan and her brothers attempted to invade Earth 0 but their first incursion was repelled by Superman, the Authority and their father's own counterpart. As a result of the Authority's actions, the Empire lost their ability to traverse between worlds. The dominated alternate worlds were retaken by the people of said planes, and the Al Ghul's even faced rebellions in their own native reality. The opposition was inevitably crushed, but the al Ghul family besides Janan herself had been killed off.
Janan discovered another method of crossing over to other universes by travelling through Hell as a nexus, using a magical artefact she'd crafted called an "Organum Infernialis". She travelled to Earth 0 where she assumed a false identity as "Norah Stone" and founded an extremist anti-alien group called the Blue Earth Movement to turn the world against the Superman Family. She kidnapped Superman's daughter Otho-Ra and took her back to Earth al Ghul, hoping to turn the troubled girl to her side at the least or take her as a waiting host body at the most.
Superman pursued Janan back to Earth al Ghul, alongside the recently freed Etrigan and Bloodwynd, two hellspawn that Janan had enslaved to create her portal. She attempted to invade Earth 0 but was defeated by the Super Family. The two daemon-kin inverted the nature of her gateway between the worlds and Etrigan dragged Janan down into Hell for enslaving them, effectively ending the Empire of Shadows.
