History
Eli Strange was a petty thug who claimed to be the son of Doctor Hugo Strange.
He was born as Elliot Monrose and her mother, Julia, died giving birth to him. Elliot was gifted and graduated at the age of 10 from college. At the age of 17 he was working at the Pentagon but his supervisors died in freak accidents before he turned up in Gotham City.[1]
On at least one occasion, he acted as an accomplice to a theft by Catwoman from some mobsters[2] and it was later revealed that this was all part of a bigger plan, organized by Hugo Strange. Elliot, now going by Eli, adopted the last name "Strange" and claimed to be the son of Hugo Strange. During a plan to spread the Scarecrow's Fear Toxin across the entire city, Eli was captured by Batman and subsequently arrested by the Gotham City Police Department.[1]
