Elmo "Buzz" Galvan was a thief and murderer who was captured by Batman and sentenced to death by electric chair. However, he survived and later gained superhuman powers, swearing vengeance on the people who watched his execution.

Back when Jim Gordon was still a lieutenant, Elmo "Buzz" Galvan and his accomplices killed four people and stole two million dollars, but before they could leave the country, they were captured by Batman. While under arrest, his accomplices pinned the blame for the murders on Galvan, and he was sentenced to death by electric chair. As fate would have it, the latter survived but the ordeal damaged his central nervous system and he was left partially paralyzed. Since he could not be legally executed again, Galvan was put in a charity ward where he desperately attempted suicide by biting on a power cable. Instead of dying, he gained electrokinetic powers, which he subsequently used to embark on a campaign of revenge, targeting people who attended his botched execution. He first killed Sidney Lester, warden of Blackgate Penitentiary at the time, then Arthur Rome, his former lawyer. This attracted the attention of Batman, Robin, and Electrocutioner, an electricity-based vigilante. Batman and Robin found Galvan at an electricity terminal he was using to recharge his battery, and briefly fought him before he escaped. Batman tried to give chase but his heart was stopped by Electrocutioner.[1]

Galvan's last three targets were Judge Haggerty, Gotham Gazette reporter Guy Driscoll, and the by then police commissioner Gordon. He chose to attack Driscoll next. Meanwhile, Robin had managed to revive Batman with help from a reluctant Electrocutioner, and both heroes immediately came to Driscoll's defense. Despite this, Galvan managed to electrocute the reporter from across the street while Batman and Robin stood on either side of him. After this, he went to the GCPD Headquarters to kill Gordon. Batman, Robin, and Electrocutioner converged on his location. During the resultant fight, Batman cut the connection between Galvan and his battery, and the latter lost his powers.[2] [3] Galvan was later seen in Blackgate's infirmary, still in his semi-paralyzed state, aiding Bane during his escape from prison.[4] He remained confined to his bed at Blackgate. Powers

  • Electrokinesis: Galvan cannot create electricity on his own, but once he has a power source, electricity allows him to get out of his semi-paralyzed state and he can manipulate it for striking at his opponents.

Weaknesses

  • Electricity Reliability: Without a source of electricity, Galvan is semi-paralyzed and powerless.

  • Galvan's surname may have been derived from eighteenth-century Italian physicist Luigi Galvani, who discovered a relationship between electricity and muscle movement, thus providing the basis for modern bioelectricity.
