Eric Russell and his wife Fran are the biological parents of Iris West Allen and thus the in-laws of Barry Allen aka the Flash.

History
Eric and Fran are from the 30th Century and they sent Iris in the past to escape nuclear annihilation. They sent Iris to Ira West and his wife Nadine who were still mourning the death of their unnamed stillborn daughter.[1]
Iris West was believed to have been killed by the Reverse Flash for several years but she had actually been saved and whisked to the future by her parents.[2]
