Evan was contracted by the United States Government to kidnap Superman's parents, in an effort to inhibit his world-wide police force. When Superman sees him in a mirror at the Kent home, Evan tells Superman that his parents will live so long as Clark stops interfering with the affairs of the United States and those of other governments.

The Justice League confronts various Rogues for his location. When they find out he is in the World's End bar in Keystone City, a contingent of members including Raven, The Flash and Wonder Woman, go to confront him. Wonder Woman uses her Lasso of Truth on Evan to reveal the location of the Kents.
