Agent Bailey was an agent working for the CIA.

History

He was intent on recruiting the Atom as an agent but he was currently living among the Katarthans in Morlaidh, deep in the Amazon rainforest. Undeterred, Bailey arranged a slash and burn operation to burn the area. All the Katarthans, including Atom's love Laethwen, were killed. Atom was forced to return to Ivy Town.

Bailey attempted to persuade Atom to join the agency but Atom intended to try to pick up the pieces of his life instead. Agents were ordered to continue their surveillance of the Atom. Eventually, Atom uncovered the truth behind the destruction Morlaidh and confronted Bailey. Atom shrank Bailey, along with several other agents, to miniature size and left. The process was later reversed.
