Synopsis for "Prelude to Absolute Power"
The Bureau of Sovereignty pulls Haywire out of prison and takes him to the Hall of Order. Clock King takes him to a lab and along the way he sees that Green Arrow, back from fighting Malcolm Merlyn in the future, has joined the Bureau and is looking over the plans of something Waller is trying to build. At the lab, Failsafe has him fire his full power into a small drone, but the robot creates some kind of feedback loop which drains Haywire's energy and causes him to explode, the latest in a series of metahumans the Bureau have tested the drone on.
Waller goes to Dreamer's room, muttering insanely to herself on the way, and orders her to look into the future. Dreamer sees a nightmarish vision of a ruined city, the Justice League in chains and Waller leading an army of Amazos. She claims that she didn't see anything but Waller knows she is lying, grabs her and screams in her face to tell her what she saw. Failsafe comes in and says that an alien spacecraft has just entered the atmosphere.
