Synopsis for "Faces of Evil: Kobra"
After the Kobra Cult’s defeat at the hands of Checkmate[1], a contingent within the Cult has come to believe that Jason Burr should have been chosen as the leader rather than Jeffrey Burr.* Thus, the cult resurrects Jason in a Lazarus Pit. At first, Jason denies that he is their savior, but soon he accepts his fate and comes to believe himself to be a separate new being with the memories of Jason Burr. He decides to take the role of leader of the Kobra Cult. He comes to believe that Jeffrey was a false god who misled the cult. He decides to bring changes to the cult. He proposes that the cult will become an invisible army with the agents known only to him. In anonymity, he declares, they will wield the power of fear.
Meanwhile, to evade the Kobra Cult, Superman regularly moves an entire Checkmate base to keep its location a secret from the cult. Previously, the cult had created genetically modified reptilian offspring of loyal, elite Kobra Cult members to create a new race to lead the cult and conquer humanity.[2] These infants were seized after the cult’s most recent defeat and are now being kept in the base.
Later, it is revealed that the commander of the secret Checkmate base has been replaced by Jason in disguise. He launches an attack from within the base utilizing the blood magic of the cult members called the Bestowed and Kobra Cult sleeper agents who have infiltrated Checkmate. He and his cultists kill all the Checkmate agents working at the secret base, save one: Agent Gold. He then makes a transmission to the world. He reveals that he has taken control of the Kobra Cult and killed all those remaining members responsible for choosing Jeffrey over him. He also reveals that superheroes were involved in the death of Jeffrey. He declares war on the Earth’s superheroes. He then reveals that he will kill the reptilian offspring as false messiahs. At that moment, Superman realizes that Jason must be in the secret base. He flies there quickly, but when he arrives, he finds the base razed to the ground with all inside seemingly dead.

Notes
- Decades ago, twins named Jason and Jeffrey Burr were born. Jeffrey was kidnapped shortly after his birth by the Kobra Cult and raised to be their leader. However, when the twins were adults, the cult discovered that Jason shared a psychic link with Jeffrey, which could be used against them.[3] The cult developed a device that could block the link and Kobra had Jason killed.[4]
