The Falcon was a mysterious mercenary.

History

During WWII, the Falcon was hired to optain the Pluto file (a project to create and prevent earthquakes). However, he was ultimately foiled by Wonder Woman and taken into medical care, for his bubonic plague (that he had been exposed to, two weeks earlier, during an earlier mission in India). After his treatment, the Falcon was interned by the U.S. Government.
