Cecile Horton, also known as Virtue, is the former district attorney of Central City, a member of Team Flash, the fiancé of Joe West, and the mother of Joanie and Jenna West. According to Rosa Dillon, Cecile is one of the most powerful psychic meta-humans in the world.[2]

Origins

In her first year in law school, Cecile got a job interning at the DA's office. She was working around the clock even when her mom got sick, and later they found out that it was cancer. When Cecile was in court, she got the call that her mother had died. After that, she couldn't eat and sleep, and couldn't stop hating herself. She just spiraled into anxiety and depression, and then she had a breakdown, and ended up in St. Carmine's Psychiatric Hospital.

Most days she just wander in the halls and spend all night lying awake staring at that ceiling thinking about her mom. When finally she checked out, she was ashamed and afraid that all of that darkness was gonna catch up to her again, so she pretend like that never happened.[1]

Cecile's mother and grandfather were social justice pioneers and her heroes. She keeps her grandfather's file in her office and carries her mother's briefcase to court every day.[3]

At some point, Cecile became the district attorney of Central City and married an unnamed man. They had a daughter named Joanie, but in late 2013, they divorced.[4] When the S.T.A.R. Labs particle accelerator exploded, Cecile was struck by dark matter energy. This altered her DNA cells, augmenting her physiology to access psychic powers. However, her powers became dormant for unknown reasons.[5]

After the Flashpoint, Cecile and Joe West began dating, and eventually Joe informed Cecile about Barry Allen's identity as the Flash. A year later, Joe and Cecile had a child named Jenna West.

Cecile briefly became a vigilante after Psych bestowed to her the ability to steal powers from other psychic metahumans. After she saved her daughter Jenna during the Era of the Red Death, the little girl drew a picture to thank her mom for saving her, depicting her as a superhero. Cecile later became the superheroine known as "Virtue" to save Barry from the Negative Speed Force.[6][7][8][9]

Powers

  • Unique Physiology: After Cecile was struck by the dark matter energy from the particle accelerator explosion, her DNA was altered. This supercharged her cells, augmenting her physiology to access her new abilities. Her powers were dormant until she became pregnant a second time, and according to Sherloque Wells, Cecile is a highly sensitive empath.[5][10]

      Cecile is able to read the minds of other people, as well as hear others people's conversation psychically.[5][11]
      • Empathy: Cecile has the ability of empathy, the power to read and absorb emotions, enabling her to feel the feelings of others, as well as sense people and their emotions.[12]
      • Mental Detection: Cacile can use the mental signature of a being to track it, and can detect life forms by their empathic as well as telepathic signatures.[13]
      • Mind Control: Cecile can also temporarily control other people's minds; like "Deon Owens".[2]
    • Telekinesis: Cecile possesses the ability to move objects with her mind.[7]

    Cecile possessed by the Psycho-Pirate

    (Formerly) During the war between the forces of nature, a lightning hit Cecile and she was possessed by the Psycho-Pirate's spirit, which used her body to steal the Medusa Mask from Central City Museum.[1] (Formerly)
  • The Thinker's Hoverchair: (Formerly) After Psych attacked Central City, Cecile briefly used the Hoverchair to boost her powers and stop him.[18]
  • Psych Mask: In order to maintain his connection to real world, Psych chose Cecile to be his anchor, briefly giving her his mask.[7]


  • Cecile's powers used in the episode A New World, Part Three are a reference to Doctor Strange from the Marvel Cinematic Universe. Cecile forcing the Negative Speed Force out of XS is similar to the Ancient One pushing Strange's spirit out of his body in the first film. Cecile projecting her consciousness in another version of herself is also similar to what happened in the 2022 sequel "Multiverse of Madness".
  • The erroneous spelling of her first name (with two "l"s) was revealed in Girls Night Out. However, in Cause and XS, S.T.A.R. Labs' emergency alert system corrected her name with one "l". Furthermore, in License to Elongate, Cecile makes out business cards in her name, spelling it with one "l".
