Synopsis for "And Not a Drop To Drink"

A man with a duffle-bag gets off of a cargo ship, and when he is noticed by a suspicious-looking group of people, he tries to shake them in the alleys of Seattle. Before the man can be caught, Green Arrow appears and disarms his pursuers. As the police arrive, the pursuers escape. When Oliver turns to the man, he has a number of wounds on his face, and he collapses.

Oliver meets Lieutenant Cameron at the hospital where he discovers that the man had been subjected to radiation poisoning caused by radioactive iodine. However, soon after he dies and his body is taken down to the morgue, his body disappears. Cameron determines that the body was taken, and seals off the building.

Oliver returns home to the Sherwood Florist, and finds that Dinah Lance has gone out, and he is alone. As he opens the fridge, he is knocked on the back of the head with the butt of a pistol. The group who had pursued the now-dead man is in Ollie's kitchen, demanding answers. They determine that Oliver was not given the iodine sample, and he demands to know what's going on. He correctly guesses that the group is part of the Mossad.

The leader, a woman explains that the man was a merchant sailor named Carlos Gomez, carrying radioactive iodine isotopes out of Libya. He must have been curious about his cargo, and been exposed to a lethal dose. She concludes that if his body has disappeared, then others are searching for his cargo. She reveals that the Mossad has been tracking him since people in a small village near Tel Aviv were killed when radioactive isotopes were dropped into the well-water.

The agent reveals that there was nearly enough radioactive material in the cargo to poison a major city's water supply for all time, and kill thousands upon thousands of people. Oliver suits up and decides to join them in retrieving it.
