Harry Hokum is a leader of the alien empire known as Citadel and has been enemy to different Earth heroes as the Omega Men and Supergirl. Although an Earthborn baseline human, Hokum became one of the main military leaders of the Citadel thanks to his strategic genius.
Harry Hokum was created by Roger Slifer and Keith Giffen, making his first appearance in Omega Men #3 (1983).
