Tar Pit

Tar Pit is Joseph Monteleone, a criminal from Keystone City and an enemy of the Flash. As the younger brother of drug lord Jack Monteleone, Joey also became a criminal and eventually was imprisoned in Iron Heights for fifteen years. At some point, he discovered that he could astrally project himself into inanimate objects and animate them; so he took several objects for joyrides before projecting himself into asphalt and becoming stuck, leaving his real body in a coma in Iron Heights.

Tar Pit was created by Geoff Johns and Scott Kolins, first appearing in The Flash (Volume 2) #174 (2001).
