Synopsis for "The Whistle That Wouldn't Stop"
Sivana's current hideout is next to a factory, but he's annoyed by how often its whistle interrupts his attempts to dream up a new ultimate weapon. That gives him an idea: why not use an unending whistle as his new weapon?
A plan flies over the city and drops papers warning to turn all power over to him or the whistle that's just beginning will never stop. Captain Marvel Jr. attacks the evil scientist when he barges into the governor's office to demand his surrender, but manages to escape while Jr.'s busy fighting his thugs. Search planes are sent out to locate Sivana's weapon, and one has its wing torn off by a freak air current. Jr. flies out to see if there are any survivors, and when he hears their story he searches around and finds that Sivana's been using an underground device that pushes air up through a hole, much like a human mouth pursed to whistle.
