The Mom was a villain of the Outsiders and an android designed by Dr. Eric Shanner to be the matriarch of the Nuclear Family, a stereotypical "Ozzie & Harriet" 1950s family. She can fly and project an electromagnetic pulse which can kill and disable all electronic equipment around her. The "Mom" was created by Mike W. Barr and Jim Aparo, first appearing in Outsiders #1 (1985).
