La Loca was an agent of the Batman-impersonator Charles Nigaff.

History

Monica grew up in the foster system and was adopted by Ian and Marge Brennan. She claimed Ian abused her, but no action was taken. He died a month later, in Monica's bedroom, in a position that was very compromising. Monica received counseling, but after release from a special facility for troubled girls near Gotham, she dropped off of the radar. Her corrupt psychologist Charles Nigaff talked her into running away and getting addicted to a Venom mixture and she became one of his enforcers.
