Police Comics #35 is an issue of the series Police Comics (Volume 1) with a cover date of October, 1944.

Synopsis for Plastic Man: "The Confession of Froggy Fink"

Plastic Man is chewed out by the chief for arresting Froggy Fink for the murder of underworld hypnotist Dr. Mayhem. Fink had no motive to commit the murder, so he's released. Dr. Mayhem then appears to a terrified Froggy Fink, who says Mayhem must be dead because he did indeed do the killing. However, again the chief chews out Plastic Man, because the dictaphone recording that results from this is inadmissable as evidence.

Fink and two compatriots go to Dr. Mayhem's old mansion. Mayhem hypnotized a lot of notorious criminals into confessing their misdeeds, and Froggy iced him when he also confessed his crimes in front of Mayhem. Inside the house they find Mona Mayhem, the dead doctor's cousin, who wants to talk business. Specifically, her having access to the confession records and Froggy knowing all the crooks they can blackmail to not reveal that information (while Mona keeps Froggy's carefully hidden so he doesn't think to betray her). She also tosses over her previous fiance, Felix, enjoying her new life as an outlaw. Felix tries to jump off a bridge to escape his misery, but Plastic Man stops him, and borrows his clothes to impersonate the man and beat up Froggy. This is to incite the criminal to try to kill Mona for her betrayal when she goes back to Felix, and Plastic Man can save her from a drive-by shooting. In gratitude, she hands over Froggy's confession statement to the hero.

When Froggy and his boys converge on Mona's apartment for another try on her life, they find out Plastic Man took her place, and he beats them up. Froggy himself is dropped into a trashcan, and rolled all the way to FBI headquarters for his arrest!

Synopsis for Destiny: "Can Destiny Be Trapped?"

A parts-fencing car thief called "Tools" decides to take his penny-ante gang of losers to the big time, which scares the hell out of one of his punks, Ruff, who fears that Destiny will bust them if they get too bold. "He knows things and gets places no ordinary guy ever could! Any time any guy tries murder, BINGO! There's DESTINY!" But Tools has a big idea, see, and he wants Destiny to show up, so that he and his boys can ambush him! So he and two of his braver stooges get ready to bump off old Ruff here, and voila, it works. Destiny walks into the room, and two gunmen walk in behind him.

Instead of trying to kill him right away, "Tools" and his tools tie him up and leave him in a garage with a running car engine, unsupervised. Then he returns to murdering Ruff, a tiresome coward that the whole gang now hates anyway. But of course, imminent murder again invokes Destiny's weird teleportation power, and also pulls him out of the death trap. Destiny beats up all three of the gangsters, plus subdues Ruff, and leaves them for the police.

He decides to spite them by pushing his art to the extreme and creating a mesmerizing display involving an actual human victim. Officer Dan Richards is given the job when Sandor's boss places a call for help, and as Manhunter, Richards finds the deranged taxidermist about to kill the man to make him fodder for a new exhibit. They tussle, but Sandor manages to strike a blow paralyzing Manhunter. After a humiliating day directing traffic for letting the crook get away with his victim, Richards realizes Sandor must be going after the other museum trustees next. As soon as he gets his tights on, heads to the next richest member of the group. Manhunter manages to catch Sandor in the act (but only after the first victim's already been stuffed and put in a display), before Sandor catches him in a net. Synopsis for Human Bomb: "Lucille's Robots"

Human Bomb saves a kidnapped girl just before her abductor's about to lop off her hand to send to her father as a warning, but the hero's intimidating disguise leaves her just as frightened of him. Later, Roy admits he's depressed because all the other super heroes get praised for their style, but he just scares people because of his intimidating armor. Hustace goes out, determined to find a fan of the Human Bomb to raise Roy's spirits. Instead, he finds a woman named Lucille building a robot that's a dead ringer for Human Bomb in costume. Hustace decides to bring Roy back there to see it in hopes of cheering him up. Meanwhile, the nefarious Dr. Wombat and his underlings have learned about Lucille's plan to develop robots. They're bent on stopping her, because if robot workers replace humans, there goes their payroll theft racket.

Bomb and Hustace get back to Lucille's shop just as Dr. Wombat and his followers attack it. The hero does his duty, being mistaken by Lucille for her own robot coming to her defense in the process. In trying to escape, Dr. Wombat runs into Hustace and his bullets tear the bottom off the sidekick's shoe. This only makes Hustace an actual threat, since he can now unleash the explosive touch of his feet. The crooks are captured, but Lucille's furious to find out her robotic savior was actually a human, and the real robot was destroyed in the fight. Hustace apologizes for only leading his hero to someone who thought he "wasn't monster enough," but Roy's amusement at Lucille's tirade has broken his bad mood.
