Synopsis for "The Owl's Witch Union"

A crook named Oscar, nicknamed the Owl by some former compatriots as a derisive nickname for all the reading he's been doing, learns about witches and wizards and tries to get the state legislature to fund a new infrastructure run by magical practitioners. He's thrown out, mainly thanks to Plastic Man pointing out Owl's a chiseler he's put in jail twice already. Owl responds by putting an ad in the paper for a convention of magic wielders.

Woozy attends the convention to try to find out what they're up to, and sees the wizards seemingly kill Plastic Man when he shows up there too. The body they throw in the lake was actually a dummy, and the wizard who seemingly killed him was the real Plas in disguise, but Woozy gave things away before he had a chance to learn much. Later the assembled witches storm the state legislature, threatening to killing any attendees with their magic powers. Plastic Man shows up and captures them all, having found out their secret: none of them actually have magic powers, but they wore gloves coated with a fast-acting poison that seem to give them a cursed touch.
