Smash Comics #28 is an issue of the series Smash Comics (Volume 1) with a cover date of November, 1941.

Synopsis for The Ray: "Zimmerman's Spy Ring"

A fellow reporter was killed in San Juan while watching the fleet maneuvers, and Happy's assigned to find out how and why. On the next plane out, Bud sees a man fishing in "yonder Senorita's" handbag, but when Happy confronts him, the woman suddenly changes her tune and says it was all a mistake. Once on the ground, however, she asks to meet with Happy in private, where she tells him that Zimmerman, who tried to steal from her, is up to no good. One of his henchmen tries to kidnap Bud, but the boy manages a devastating shin kick and calls Happy for help.

Becoming the Ray, he flies after a fleeing car that goes up to an old Spanish fort. Its defenders fire on him with the old cannons, but it's not enough to stop the Ray. A hidden bomb set off when he tries to blow down the door is, and knocks the Ray unconscious so the spies throw him in the dungeon in the cell next to Bud's. Fortunately, Chita, the woman from the plane, has a gun trained on Zimmerman when he comes to finish the job. She falls from the wall and misses her shot, but the Ray wakes up, and Zimmerman has no delusions about taking on the superman while conscious. Chita explains she was in love with the murdered reporter; Zimmerman's a gangster working for the Nazis and he's been stockpiling enough dynamite to destroy the American defenses of the city.

Fighting back against the enemy spies, "the Ray's fist smashes like an electric sledgehammer on Zimmerman's jaw", knocking him from the battlements and avenging the slain reporter.
