When a highly dangerous and well prepared terrorist group called the Battalion of Doom start a series of crimes in Gotham City, Batman tries to stop them, but his efforts are futile. Eventually, he is kidnapped by the Battalion on his public identity of Bruce Wayne and he learns that the terrorist have a nuclear weapon hidden somewhere in Gotham.

Bruce tries to break from his prison, but a juggernaut of a man called Karn prevents him from escaping every time, until Bruce finds a way to outsmart the crook and escapes. Going to his penthouse, he makes a quick change and Batman goes looking for the bomb but gets sidetracked when he learns that Alfred has been kidnapped by the terrorists.

Going back to save Alfred, Batman is confronted by Karn, who apparently knows his secret identity and also has super-powers. Karn takes Bruce back to the prison, where the criminals have taken Alfred and much to Bruce's surprise, Karn helps them escape. At this point, Batman has deduced that Karn is none other than his trusted friend, Superman in disguise.

Once safe in the Batcave, Superman explains that he was forced to infiltrate the terrorist group after Jimmy Olsen was kidnapped and Morgan Edge refused to help. However, he couldn't find Jimmy and he was forced to keep pretending for longer than he expected.

Finally and working together, Batman and Superman find a clue that leads them to the terrorist's underground retreat, which was protected with lead, explaining why Superman was unable to find Jimmy or the bomb with his x-ray vision. Superman and Batman attack the criminals at their hideout, they rescue Jimmy and other hostages and Superman saves Gotham by tossing the bomb to space.

With the threat under control, the reign of terror of the Battalion of Doom is over and the heroes return to their normal activities.
