Synopsis for "Soul of Fire"
Svarozhich surveys the Earth, finding signs of human exploitation everywhere. Returning to Russia, he resolves that the world must be cleansed of humanity by his fire.
In Gregori Eilovitch Rasputin's apartment, Serafina Arkadin uses her psychic powers to allow Ron Raymond to recall his suppressed memories of the accident that created Firestorm. He discovers that his body was destroyed, only to be reconstituted and combined with Martin Stein's by a third entity, which Rasputin identifies as the Earth's Fire Elemental. He explains that Svarozhich, as a clone of Firestorm, possesses the Elemental's urge to protect the Earth without the human conscience necessary to keep it in check, and that Raymond and Mikhail Arkadin must surrender themselves to the Elemental and reform Firestorm to stop th destruction wrought by Svarozhich, who easily dispatches the defending Rocket Reds.
With the aid of their psychic allies, Raymond and Arkadin are able to merge into Firestorm, drawing power away from Svarozhich. They attack, but find themselves equally matched against their foe, and are instructed to surrender their own identities to the Elemental. Regretfully, they allow themselves to be subsumed into Firestorm, as does Svarozhich. In a flash of light, Raymond, Arkadin, Svarozhich, and the Elemental are united as a new incarnation of Firestorm, possessed of both compassion for humanity and a drive to protect the Earth from their ravages. Firestorm leaves peacefully, though Serafina Arkadin finds, to her distress, nothing of her uncle the elder Arkadin in the new being's mind.
However, Firestorm flies to the dacha of Mikhail Arkadin's father-in-law, where his estranged family is staying. He heals the injuries sustained by Arkadin's children and assures his wife that Arkadin loved her before departing.

- This issue introduces a retcon to the origin of Firestorm as presented in Firestorm #1, that Ronald Raymond was killed in the Hudson Nuclear Power Plant's explosion only to be revived the Earth's Fire Elemental and reconstituted into Firestorm, of whom the Elemental has been a part across his incarnations.
- This issue is Tom Grindberg's last as regular penciller. He will be succeeded by Tom Mandrake in the following issue.
