Synopsis for Flash: "The Education of Killer Kelly"
Flash uncovers a scheme by gangster Killer Kelly to steal money from a school board. Kelly is pressuring the school board to divert funds to his companies. The previous school superintendent, John Higgins, has been forced out of his position, but Flash helps him return to his former position and stops Kelly's plans.

Synopsis for King Standish: "The Green Cap"
The King visits a nightclub called the Green Cap. He spots the Witch inside the club and follows her into a back room that holds an illegal gambling operation. The King uncovers evidence of cheating, then takes the place of one of the racketeers. The next evening he publicly exposes and shuts down the gambling racket.

Synopsis for The Whip: "The Orphanage Benefit Part 2"
The Whip appears at a charity party where a thief has convinced guests that he stole the money from the benefit. The detectives working the case pursue him, but the Whip escapes. Meanwhile, Marissa Dillon has identified the real thief by the mud on his boots. The thief and his partner, event organizer Tubby Toomer, try to kill Marisa. The Whip rescues her and takes her to safety.
Back at the party, the detectives find the thief where the real Whip has left him. Toomer shoots his partner to prevent the exposure of his involvement. The Whip then apprehends Tubby and turns him over to the police with the murder weapon.

Synopsis for Johnny Thunderbolt: "The Picnic"
Johnny Thunder and his parents join Daisy Darling and her father for a picnic in a pasture. They are bothered by a herd of cows, so Johnny uses his magic Thunderbolt to make them leave. However, when the farmer who owns the field finds the cows gone, he demands that Johnny and his friends leave. While packing up, a bull begins chasing Herman Darling. Johnny uses his power to stop the bull, and the picnic concludes.

Synopsis for Hawkman: "The Secret of the Spanish Blunderbuss"
When Carter Hall is outbid on a Spanish blunderbuss at an auction, he follows the buyer to his home. Inside the blunderbuss, Hawkman discovers a treasure map. He then learns that the buyer was hired by John Denver from Colorado to buy the weapon. Hawkman sends the weapon to Denver, then flies to Colorado. When he arrives in Colorado, Hawkman follows the map to an old gold mine. Denver arrives at the mine and tries to steal some gold buried there by the mine's owner. Hawkman captures Denver, then turns the gold over to Goldie, the mine owner's daughter.

- In 2023, this issue of the Flash was retroactively identified in-story as the first appearance of Judy Garrick in The New Golden Age #1. As part of her restoration to the DC timeline, the Flash's daughter "returned" to the cover of Flash #10 as shown on the cover and variant cover of Stargirl: The Lost Children #4.
