Ebenezer Jones, the Worry Wart, who once visited Jay Garrick to get a super-elixir to cure his worrying, now returns to Jay for another batch of the fluid. The formula has been changed into pill form, and Ebenezer unwisely takes all of them at once. This causes him to radiate happiness to the point that it literally drives Keystone City and the Flash insane with laughter!

A dishonest taxidermist talks a burglar into disguising himself in a dog skin outfit. This works out very badly for both of them, as the burglar gets forcibly adopted by Peachy Pet, and through an improbable series of accidents, is exposed as a fraud. This imbecile then panics into implicating his accomplice, and they both get busted by Johnny's Thunderbolt.
