Flower of Heaven is a Worldkiller, a biological weapon created by Kryptonians.
History
Originally she was an alien embryo taken from an unknown world, engineered genetically and programmed to conquer worlds. Because the lab was not on Krypton but in deep space, she didn't die when the planet exploded.
At some point she woke up in an empty laboratory along with the other Worldkillers. Reign led them to pillage and conquer other planets while trying to unravel the mystery of their origins. Eventually their search led them to Earth, where they were opposed and driven out by Supergirl.

Flower of Heaven had the power to create and manipulate energy. When the Worldkillers attacked a planet, she was tasked with overloading the planetary systems.
