The Four Horsemen were created by the Adjudicator to test the worthiness of four different Earths in the Multiverse.
History
Mere psychic manifestations or embodiments of his will, they were modeled after the Four Horsemen of Apocalypse of Christian lore.
Adjudicator sent out each Rider in order to test a different Earth, and they were opposed by different heroes. Wonder Woman and Zatanna stopped Famine's rampage in Earth-One; Black Canary, Huntress and Power Girl took Plague down in Earth-Two; in Earth-X, Supergirl crushed War's army as Madame Xanadu almost imprisoned him; and the female Teen Titans battled Death in Earth-I.
Each time a Horseman faced defeat, the Adjudicator recalled and obliterated him.
