Frank Kindom was the brother of Cole Kindom, founder of Rough Justice.

History

After Cole's son Cody was killed in Gotham by two muggers, Frank joined Cole in forming the vigilante group to kill law-breakers in Gotham, only to eventually abandon their vigilantism to just become criminals themselves.

While robbing a police fundraiser, Frank was shot in the shoulder by Deputy Commissioner Moby Dick, forcing him to heal in Rough Justice's base - Frank's auto shop.

Frank was shot to death by police in the raid to apprehend Rough Justice.
