Fred Devere was a racketeer and enemy of the the Flash (Jay Garrick).
History
Fred Devere was the restaurant manager for Brenda Forest's chain of restaurants. However, under the alias "Morgan", he was also the head of a racketeering operation targeting the same establishments. He faked his own death, planting a severely burned body with his belongings in his car. However, the Flash tracked him down and put an end to his operation.
Notes
- Although this character was originally introduced during DC's Earth-Two era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and no longer apply.
