Synopsis for "Book I: The Shot Not Taken"

Commissioner Renee Montoya gives a speech at a graduation ceremony for GCPD cadets, where she touches upon how the GCPD had been wrapped up in wild conspiracy theories that eroded public trust in the system. Officer Samantha Park was one such cadet, who looked up to Renee Montoya in admiration. Park is friends with fellow cadets Officer Ortega and Officer Wells who celebrate together on their graduation. Meanwhile, Renee Montoya hallucinates the appearance of Two-Face in the crowd.

Renee meets with her brother Benny Montoya at a bar. Renee express her grievances, on how she feels she's not ready for the job at all. How she went from solving crime and leading investigations, to making speeches and handling office politics. At least, that's what she told her brother. Deep down, she is really hurting because of her past with Two-Face, whom she still sees as a face in the crowd. Elsewhere at Chuck's Diner, the three police cadets bid farewell as they were assigned to different posts. Officer Wells was posted as a parole officer, Officer Ortega was posted to Tricorner while Officer Park was posted to Little Tokyo.

Chief Davis interviews Officer Ortega in his office, saying he's impressed by his performance.

In Little Tokyo, Officer Park was working the beat with her partner when a call came in on a Black male in a red sweatshirt, described as armed and dangerous. They run into the kid and they gave chase on foot. Officer Park chased the man to an alleyway and drew her gun. Just as the male took his hands out of his pockets. She didn't take the shot. This incident prompts Chief Davis to suggest using this incident as good publicity for the police force, and Officer Park was given a public commendation for it.

Officer Wells gives a pep talk to a red-haired person at a basketball court, and was chided for his optimism by his partner, who claims its their job to instill fear so that they remain straight. At her home, Officer Park was stressed at the interviews she had to give. At Tricorner, Officer Ortega was called out for arriving early and he overhears a slur being directed at him.

In the commissioner's office, Montoya tried to give Park some tips on how to handle being in the spotlight, but Park could tell Montoya was having a hard time. Later at Chuck's Diner, Park confesses to her friends Ortega and Wells that she didn't pull the trigger that day was because she got scared and froze.

Officer Wells checks in on another person the next day, a person on parole named Devante Charles. He once again gives his optimistic pep talk to him.

Later in Little Tokyo, a man stumbles out of a grocery store bleeding from his gut. Officer Park runs to find the shooter, and sees a red-haired man who pulls a gun. He fires a shot, but misses and hits a man behind Officer Park. He runs away as Park looks at the dead man on the ground.
