Gaggy was a criminal and an underling of the Joker.
History
DC Rebirth
Gaggy was a dwarf who had tangled with the vigilante Batman during his early years, while serving the Joker. He served both as his henchman and as a "court jester", but disappeared some time later, as evidenced by Jason Todd never having heard of him. He resurfaced when the murder-spree of the three Jokers in Gotham City invited the scrutiny of Batman Family, confronting them along with other henchmen at Gotham Aquarium. While Batman, Batgirl and Jason fought the others, Gaggy used the distraction to shock Jason from behind with a cattle prod. Jason shot at the nearby tank glass (which had already sustained damage due to the reckless firing by the Joker gang), resulting in a Jokerized shark eating him after being released.[1]

- Gaggy was created by John Broome and Sheldon Moldoff, first appearing in Batman #186. However, in the Prime Earth continuity, Gaggy first appeared as part of the New 52 DC Universe in Batman: Three Jokers #1 by Geoff Johns and Jason Fabok.
