Gas Bag was a villain present during Penguin's attempt to move in on the Blüdhaven crime scene.
History
Investigating rumours the recently-deceased Blockbuster was still alive, Robin and Batgirl stumbled upon Penguin's scheme and began fighting their way out of the assembled criminal throng. Gas Bag, there as a paid henchman for Cobblepot, neutralised them as they battled his assembled army of goons in an attempt to escape. However, as a follow-up plan to have the teen heroes fight each other and then unmask them went belly-up he was ordered to take them out again. Gas Bag instead threatened to take out Penguin as he wanted back the money he bet, joining the other criminals in thinking the fight was rigged.[1]
Gas Bag was eventually let go by Penguin who told him he wasn't cut out for the big time. Later, during Brother Eye's rampage against superheroes and supervillains alike, he encountered Junkyard Dog on the run from the murderous cyborgs. As Dog pleaded with him to get an audience with Penguin an OMAC Unit attacked, whereupon he instinctively used Gas Bag as a shield from its beams. Gas Bag would have the last laugh, however, as the gases in his suit ignited and took the OMAC Unit with him.[2]

Gas Bag wore a bulbous suit filled with a special gas he could released via arm-mounted cannons. The gas was a skin-contact bio-agent, the particles of which are small enough to seep through fabric, which put victims to sleep and caused them to suffer hallucinatory nightmares[3]. Gas Bag himself was apparently immune to its effects.
