General Anderton was a high-ranking member of Scorpio. He was fused with a dinosaur in a time travel accident.
History
General Anderton oversaw a time travel project which allowed Scorpio to amass vast wealth and power while avoiding major changes to the timeline that would draw attention from the superheroes. Nevertheless, both Aquaman and Green Arrow independently became aware that something suspicious was going on and tracked the source of the issues to Scorpio's time travel laboratory, a seemingly insignificant building in Star City. The two broke in and met inside, and found their way to the hidden time travel platform. Scorpio scientists decided to see what would happen if the platform was activated with them both on it to try to replicate General Anderton's own accident. When they heard the machine power up, Aquaman grabbed Green Arrow and attempted to leap off the platform as Oliver shot out the main projector. The resulting accident somehow caused the two men to switch lives.[1]
Scorpio agents embedded in Queen Enterprises informed Anderton when "Arthur Queen" and "Oliver Curry" teamed up to find out what had happened to them[2] and diverted them to a remote island when they tried to reach S.T.A.R. Labs.[3] Anderton attacked and captured the two heroes and took them to Scorpio's base on the Moon and tortured them for information, but "Green Arrow" was able to realistically fake his death and the heroes escaped.[1]
To prevent the heroes returning to Earth and alerting the Justice League, General Anderton actived the "Tabula Rasa protocol".[4] This was a last resort to ensure Scorpio gained total control over the world by sending operatives and equipment into the preshistoric past to guide history from the very beginning. Safeguards intended to ensure that operatives landed safely failed and many were killed instantly, the few survivors were fused with dinsoaurs in the same way Anderton was. This altered the timeline to such an extent that dinosaurs survived into the 21st Century and sentient, humanoid dinosaurs were Earth's dominant life form. As Anderton, Oliver and Arthur had previously been through the time platforms, they were unaffected by the changes to the timeline
Arthur and Oliver stole a rocket and made it to Amnesty Bay, where they were attacked by the dinosaur inhabitants. Anderton rescued them and took them to his hideout. He believed they could return to the original timeline by travelling back to the earliest point in time Scorpio had ever visited, marked by a device called a "time stamp", before any of the operatives arrived and from there jump into the beam of Scorpio's first ever time travel experiment. The three of them constructed a working time machine and returned to the original timeline at the moment of Scorpio's first time travel experiment at Glacier National Park, Montana, which was being overseen by Anderton's younger, pre-transformation self.[5]
Aquaman and Green Arrow were restored to normal by the trip but Anderton was not, much to his disappointment. They destroyed Scorpio's prototype time machine and captured the technicians and Anderton's younger self. However, the heroes sensed there were still subtle changes to the timeline which was confirmed when a liopleurodon was revealed to be alive in a nearby lake. Anderton claimed he did not know why the timeline had not been completely restored, but the heroes assumed this was a trick and, still wanting retribution for what he had done to them, arrested him too. Anderton was taken to prison with the other Scorpio members.[6]
Five days later, a Scorpio agent came to the prison posing as the other Anderton's lawyer. It was revealed that Scorpio had peformed other time travel experiments which the agents at Glacier Park had not been aware of, and both Andertons had had their memories of them blocked. As such Scorpio was able to maintain the control of the timeline, which even the Andertons weren't aware of.
The agent provided the younger Anderton with drugs to give him super-strength and unlock his memories. They escaped, killing all the other Scorpio prisoners except Anderton, who managed to get away. Anderton teamed up with Green Arrow to not only stop Scorpio but prevent them ever developing time travel technology. Green Arrow went to Atlantis to convince Aquaman, who had cut off all communications since returning home, to help them, and Aquaman eventually agreed. They returned to the moonbase and while Aquaman fought the other General Anderton, Anderton and Green Arrow went to the time travel lab where Anderton told Arrow how to build time bands which would allow the wearers to be unaffected by changes to the timeline. Oliver took the time bands to Arthur while Anderton jumped through the time portal. He travelled to Scorpio's first time stamp and deactivated the entire network, preventing Scorpio from ever travelling through time and presumably erasing his own existence.[7]
