General Balar was in charge of Atlantis' armies under King D'Tilluh.
History
Rude and headstrong, Balar was eager for war and had a strong dislike for Atlantis' high mage Arion.[1] When Atlantis was overthrown, Balar was among a group of Atlanteans, including Arion and D'Tilluh, captured by Garn Daanuth.[2] When they broke free, Balar insisted D'Tilluh take refuge in a city to the north while Arion and his allies headed south.[3] Balar took D'Tilluh to Carcosa and commandeered the city's soldiers to mount a raid to save Atlantis.[4] By the time they arrived, Arion had already freed the city. Incensed that the population was celebrating Arion instead of him, Balar ordered the soldiers to arrest Arion. When they refused, he tried to destroy a statue the people had built to honor Arion. Arion, not wishing the adulation to begin with, transmuted the statue into an abstract form. This created an even bigger gulf between the two.[5]
Eventually Balar left Atlantis and joined up with a band of half-man, half-beast creatures that were created by mad scientists in Atlantis. They captured Arion and his friends after the destruction of Khe-Wannantu. Instead of killing them right away, Balar demanded that he would be the one to kill Arion. He challenged Arion to a swordfight in which Arion was victorious but refused to kill Balar. Humiliated, Balar demanded the creatures finish Arion for him. Instead they realized Arion was more noble than either Balar or the scientists that had created them and allowed Arion to leave in peace.[6]

- Although this character was originally introduced during DC's Earth-One era of publication, their existence following the events of the 1985–86 limited series Crisis on Infinite Earths remains intact. However, some elements of the character's Pre-Crisis history may have been altered or removed for Post-Crisis New Earth continuity, and should be considered apocryphal.
