George Emmett was the police commissioner of Midway City. This position made him an ally to the alien super-heroes Hawkman and Hawkgirl of the planet Thanagar, who took up residence in his jurisdiction. He viewed them as fellow law enforcement officers and helped set up their secret identities. George Emmett was created by Gardner Fox and Joe Kubert, first appearing in The Brave and the Bold #34.
