Captain Boomerang was an enemy of the Flash and a member of his Rogues gallery that used his mastery of boomerangs to commit crimes.

Captain Boomerang was among the Rogues confronted by members of the Justice League in order to find the whereabouts of Mirror Master.

After Batman teleported an alternate reality Justice League to help fight the Regime, Captain Boomerang was contacted by his former Suicide Squad teammate Harley Quinn, who asked if he would join her Joker Clan resistance against the Regime. Boomerang declined, preferring to continue working as a solo thief with all his competition imprisoned.[1]
