Gil Maclean was the corrupt Commissioner of Bludhaven PD and one of Blockbuster's lieutenants.

History

Under Maclean, the BPD were little more than thugs for Blockbuster. They refused to arrest any criminal working for him and actively covered up his crimes, including the murder of Bludhaven's mayor. Maclean also kept the records of Blockbuster's criminal activities.

Eventually, some of his officers were arrested in a federal corruption investigation and gave him up in exchange for reduced sentences. Maclean attempted to flee the city, taking Blockbuster's books with him as insurance. He was intercepted by Nightwing, who took the records and left Maclean to be arrested. Maclean tried to make a deal to inform on Blockbuster in exchange for immunity, but he was murdered by detectives on Blockbuster's payroll.
