Gillian B. Loeb was the corrupt commissioner of the Gotham City Police Department. He worked together with criminals like Black Mask.

History

On Christmas' Eve, Loeb was dragged in the Blackgate Penitentiary by Joker (impersonating Black Mask) and his henchman Killer Croc, where they put him in a gas chamber and killed him. Batman tried to save Loeb but arrived too late.
