History
When Lt. James Gordon recommended Harleen Quinzel as a new consultant, he was met with resistance by the police comissioner. The department had just recovered from the mess Bullock created, and Loeb was tired of handling all subsequent paperwork. Took some convincing from Gordon until Loeb allowed Quinn to join the department.[1]
