A Dark Knight: Pax Penguina is an episode of season 4 of Gotham. It premiered on September 21, 2017.

Synopsis for "A Dark Knight: Pax Penguina"

In the months following the failed destruction of Gotham, Penguin has regained control of the Underworld. In his new order, one must have a "licence of misconduct" (issued by him) to commit crime. As a result, crime in Gotham drops. Criminals not too happy with this visit Jon Crane at Arkham, having heard through the grapevine about the fear toxin his father created. In the meantime, Bruce decides to become a vigilante; he dons a mask and costume to help others. Both Alfred and Lucius Fox support him. Selina is also still being tutored by Tabitha; Selina is interested in getting one of the licences, while Tabitha isn't.

Unfortunately, things start going downhill for people. The opening of the Iceberg Lounge is attacked by the fear toxin-toting gang and they poison Penguin with it, making him hallucinate about Riddler. This does not help his public image. Bruce also lands in a robbed house without his mask, getting arrested. When the robbers attempt to get more toxin from Crane, the mentally-scarred boy reveals he's transformed into The Scarecrow and poisons his former tormentor.
