When a drive-by shooting occurs in a Seattle neighborhood, further violence erupts when the former National Guardsmen in the area return fire with machine guns.
Elsewhere, Oliver Queen and Dinah Lance enjoy an afternoon flying a kite. When Oliver winds up falling over and tangled in the kite string, some local kids guess that Oliver must not be a father. He laughs it off, but Dinah is visibly shaken, knowing that the issue is a sore spot in their relationship, because she doesn't want children.
When the news media gets wind of the shootout, many bystanders and residents point the finger at a nearby warehouse as a drug den and a hub for dealers. Later, another shooting sees a 15 year old boy killed. Lt. James Cameron comments to news media that his department lacks evidence required to crack down on the area's drug problem. Even so, he and his men are secretly planning a sting operation in a week.
Oliver is enraged by the Lieutenant's apparent inaction, Oliver dons his Green Arrow costume, and heads to the warehouse. Oliver realizes that the drug operations are being run by Reggie, the leader of the Warhogs gang, who he had met in the past. He sneaks into the warehouse, overhearing that the shootings have been orchestrated, arranged to look like gang hits, as a distraction from their operations.
As Oliver watches, someone sneaks up behind him, and pistol whips him into unconsciousness. Back at the Sherwood Florist, Dinah wakes from a bad dream, screaming Oliver's name.
