Synopsis for "If Earth Fails The Test...It Means War"
Green Lantern returns to Earth after a mission in space to find that the police force from Evergreen City has created a flawless security system about the city that can help them easily neutralize crime. They get their chance to show this off to Green Lantern when they begin monitoring a crime in progress being committed by a number of young people. However, they manage to break through all the security and make an escape, prompting the Green Lantern to go after them. In trying to fight them, the young adult's leader pulls out a strange advanced weapon that is able to knock Green Lantern for a loop. Hal is able to capture all the young crooks except for their leader who manages to escape. Taking the captured crooks to the city jail, they refuse to talk and demand to speak with their lawyers, leaving Green Lantern and the police to puzzle out how they managed to escape the security systems on their own.
Green Lantern then gets a call at the station from Carol Ferris who has asked to meet with him. Agreeing, Green Lantern is told by Carol that she has postponed her marriage with her husband twice and wanted to tell Green Lantern that she loved him still, and needed to know how he felt before she went through her wedding the next day. Green Lantern, still wishing that Carol would love him as Hal Jordan, not the Green Lantern tries to politely turn her down once more causing her to run off in tears.
Meanwhile, the crooks leader Kyra, turns out to be an alien, and that all the crooks are in fact all aliens from the planet Hegor. They have come to Earth to test out new fighting techniques and technologies so that they can over throw their current form of government and replace it with something that the young people of Hegor all agree upon as the proper way for the planet to be run. However, they wish to avoid any interference from the Green Lantern and so Kyra lures the hero in to a trap. Contacting him through his power ring she lures him to a dark alley where she is able to blast him with a stun ray. Reviving later, he finds himself in a stasis field which will keep him inert. If the Lantern tries to use his power ring the machine will react to his will power by causing him pain.
Hal manages to free himself by using his power ring to create an extra strength pain killer which makes him numb to the stasis device long enough for him to smash it's controls and free himself. Green Lantern then rushes to the museum that the aliens wish to rob and stops them. Kyra then reveals the truth and explains their motivations for being on Earth. She and her companions then teleport away. Figuring that violence on the youths of Hegor's part is not the answer, Green Lantern rushes to their planet to stop them to find that it is too late and that the students of Hegor managed to over throw their elder rulers and take control. Even though Green Lantern has seen Kyra unmasked, he realizes that he is attracted to her, but soon learns that she is to be married soon to another of her species.
Returning to Earth, Hal decides that he has spent enough time in Evergreen City as an insurance claims adjuster and needs a change.
