I could always use my ring to create the money, or to make myself a plane. But I need to show that my will-power works on more than just the ring. That I can use it to reshape my world, to make the life I want.

Synopsis for "Back In Charge"

Hal Jordan returns to Southern California, finally, as the only Green Lantern of Earth. He orders a burrito from a street vendor, and gets recognized by a fan who asks for an autograph, which makes him feel even better about returning. However, his nostalgic visits around Coast City catch the eye of one of Evil Star's Starlings.

Hal visits the sanitarium where his friend Carol Ferris has committed herself while recovering from the effects of being Star Sapphire for so long. She offers to help pay for Hal's dream of setting up his own air-transport company, but he turns her down, saying he needs to use his own willpower instead of relying on his friends or his Green Lantern Ring. He eagerly tells Carol that he has scouted a good location for his business and offers her a job as his employee.

The starlings reveal to Evil Star that they have seen Green Lantern. He shares the information with Goldface and his gang members, Repo, Jocasta, and Piston. Goldface attempts to keep control of his gang, knowing that Green Lantern doesn't know of his plan, or that the gang exists, so there is no reason to attack. Evil Star sees things differently, wanting revenge for having had his powers taken away from him by Hal Jordan, and he attacks Goldface. Eventually, Goldface regains control, and sets his men to work spying on Green Lantern. Still, Evil Star hatches a plan to take revenge.

Hal carries Carol to Montoya Bay, the place where he plans to open his company, and they visit a carnival. After some fun times, they head to a beach to be alone, and their romantic feelings seem to grow stronger. Unfortunately, they are interrupted when Hal spots one of the Starlings on the beach, and he is attacked. He sends Carol back to their hotel before coming face to face with an enraged Evil Star.
