Hartley Rathaway is the vigilante Pied Piper, a reformed costumed criminal and former member of the Rogues.

History

Hartley and Singh

Hartley made his first appearance as the leader of the Central City Symphony, following the presumed deaths of Barry Allen and Jean McNilty, among others, of the Central City Police Department.

At some point, Hartley began dating David Singh. He lived in an apartment in Candler Park Neighborhood in Central City and shared an apartment with Barry for a while. Some time later, he and Singh went to live in a house they bought together.

He started a support group for the victims of the Rogues to make amends about his past when he ran with the Rogues.

• Master Musician: Hartley is a master of flute based composition, showing a unmatched skill in the instrument as well as creating songs with seamless effort. He is also the conductor (maestro) of the Central City Symphony.

• Pied Piper's Flute: Rathaway has crafted his own sophisticated flute capable of hypnotizing rats and pigeons (and probably other creatures) within range of its sound, making them do what ever he wants, adding another similarity to his legendary namesake.
  • Hypnosis: Hartley can use his flute to hypnotize and control small animals.
  • Mind Control: Piper's flute also has a more aggressive form of mind control that he once used to make Parasite attack Gorilla Grodd.
  • Sound Manipulation: Piper's flute can emit powerful blast of hypersonic energy.

• Hartley Rathaway was created by John Broome and Carmine Infantino, first appearing in The Flash #106. However, in the Prime Earth continuity, Hartley Rathaway first appeared as part of the New 52 DC Universe in The Flash (Volume 4) #8 by Francis Manapul and Brian Buccellato.
