History

Bullock was originally a political ally of his long-time friend Jim Gordon during his tenure as mayor. However, he later switch his allegiance to Gordon's opponent Hamilton Hill in exchange for military-style equipment for the GCPD provided by Black Mask.

• Harvey Bullock was created by Archie Goodwin, Doug Moench, and Don Newton, first appearing in Detective Comics #441. However, the Absolute Universe version of Harvey Bullock first appeared in Absolute Batman #1 by Scott Snyder and Nick Dragotta.
