Harvey Bullock was a detective in the Gotham City Police Department.

Year Two

 Main article: Injustice: Gods Among Us: Year Two Vol 1

Harvey became involved with the Insurgency when Superman's soldiers chose Gotham as the first city to receive the Regime's protection.

For nine months, Bullock and other trustworthy members of the Gotham City Police Department aided the Insurgency in taking their city back, culminating in an attack on the Hall of Justice during Superman's war with the Green Lantern Corps. Though the Insurgency was forced to retreat, they successfully captured some of the Regime's members.

Year Three

At the beginning of the third year, Harvey was invited to join the Insurgency as magicians were added to their ranks. Harvey felt outclassed by the new members and sought to leave the team, but, as he exited the house of Jason Blood, he was reduced to a skeleton by the Spectre, running rampant with vengeance outside.
